Each time I try to sprout more seeds I wet a piece of cloth and put the seeds in it wrapped up. By the next week one has rotten, and I do not believe I am over wattering them. This method worked before.

Seeds could be bad – one possibility.
I find it easier to use rockwool cubes for window farms. You can spouting the seeds in the cubes and transplant the whole thing directly into the farm.
make sure you have organic seeds. Last year we did an experiment with GMO seeds VS organic seeds. The GMO seeds rotted and the organic seeds sproutted.
You can also try just starting the seeds in normal soil, should take less then a couple of weeks.
